Q:  What is indirect substitution?

A: 

Indirect substitution is the practice of purchasing prohibited timber through the secondary market. Indirect substitution is prohibited. In other words, if a company is not eligible to buy public timber directly, than they are not eligible to buy it indirectly. There are a few exceptions:

 

*                                      Hardwood logs

*                                      Western Red Cedar

*                                      Pulp Logs

*                                      The 10% Rule

*                                      The Eastern Washington sourcing area
