Q:  What authorizes log export restrictions in the state of Washington?

A: 

Prior to 1991, only federal timber was restricted from export. However, the Forest Resources Conservation and Shortage Relief Act of 1990 (FRCSRA) restricted state timber from export.

The Export Administration Act of 1979 prohibits the export of western red cedar.
