10% of the appraised volume for a sale contract (less the volume of red cedar and hardwood logs) may be sold to ineligible purchasers. However, you cannot exceed the 10% limit even when selling to more than one ineligible purchaser. This volume is still restricted from export.
To sell logs to an ineligible purchaser under the 10% rule, the seller must notify the department in writing prior to the transaction.
The volume must be listed on the Transferee Certification.
