Public records fee schedule

Copy and transmission fees

Delivery method / format Fee Details
Paper copies $0.15 per page Applies to photocopies of paper records or printed copies of electronic files. Note: Double-sided paper counts as two pages.
Scanned records $0.10 per page Applies when paper records must be scanned into an electronic format.
Electronic files / attachments $0.05 per 4 files Applies to records sent via email, cloud storage, or electronic delivery.
Records transmission $0.10 per gigabyte Applies to sending electronic records or using agency equipment for transmission.

Note: If your request involves multiple formats (e.g., both paper and digital files), combined charges may apply. If your request is fulfilled in installments, fees are billed per installment.

Free services & thresholds

  • Small orders are free: If your total fee comes out to less than $5.00, we waive it completely.
  • Fee waivers: Copy fees may be waived in special circumstances allowed by state regulations (WAC 458-276-030).

Physical supplies & outside vendors

For physical media, shipping materials, or external services, you pay the actual cost of the items:

  • Storage media: CDs, DVDs, or USB flash drives.
  • Packaging & delivery: Disc sleeves, mailers/envelopes (varies by size), and postage/shipping fees.
  • Outside vendor copying: If records are too large or complex for our office to copy, they will be sent to an outside vendor. You pay the actual cost charged by the vendor plus any associated shipping costs.

Customized services

If your request requires data compilations or specialized processing beyond standard record requests, a customized service fee will apply based on the actual cost to prepare or access the data (RCW 42.56.120(3)). This charge is in addition to standard copy, media, or delivery fees.

Payment information

  • 10% deposit required: A 10% deposit is required if your estimated total cost (for the full request, an installment, or customized service) exceeds $25.00 (RCW 42.56.120(4)).
  • Accepted payment methods:
    • Check.
    • In-person payment (available by request).

Inspecting records in person

You can inspect records free of charge at the Information Governance Office.

  • Hours: Monday through Friday, 9:00 a.m. – 12:00 p.m. and 1:30 p.m. – 4:00 p.m. (excluding legal holidays) by appointment only.
  • Appointments: To schedule an inspection appointment, please submit a public records request through our online Public Records Request Center for the records you wish to inspect. A public records Designee will contact you to schedule an appointment to inspect the records.
