Whidbey Island town of Coupeville joins DOR licensing partnership

Revenue’s combined local licensing one-stop solution serves more than 200 local governments.

OLYMPIA, Wash. – May 1, 2025 – The Department of Revenue’s Business Licensing Service (BLS) today adds another community partner to its combined licensing solution. The town of Coupeville, located in central Whidbey Island, is the newest local partner with BLS. The idyllic town of 2,000 has dozens of thriving businesses.

BLS links registrations for more than 220 cities – including community neighbors Oak Harbor, Anacortes, and Port Townsend – to hundreds of state agency licenses, such as liquor licenses and teen worker permits.

The local licensing connection streamlines application and renewal processes in a one-stop process for businesses seeking to operate in several cities across the state, including contractors and regional vendors.

Revenue’s integrated licensing administration system is configurable for each community and offered as a free service to municipal governments.
