File
- File a REET controlling interest transfer return

Accessing the Return
- On dor.wa.gov click the Log in button.
- Log in by entering your SAW User ID and Password, then click Log into My DOR. If asked, complete the Multi-Factor Authentication challenge to verify your identity.
- On the My DOR Services page, click the Real Estate Excise Tax Controlling Interest link.
Get Started
You can save the return at any time by clicking the Save Draft button.
- Use the Yes or No buttons to answer, “Does the transferred entity own real property in the state of Washington?”
- If Yes, continue to step 2.
- If No, a REET Controlling Interest Transfer return is not required.
- Enter the Date of Transfer.
- To manually enter the entities, transferors, transferees, and/or parcels data directly into the REET Controlling Interest Transfer return, skip to step 6.
- To upload the entities, transferors, transferees, and/or parcels data using the REET Controlling Interest Upload Template, click the Click here to download the REET Controlling Interest Upload Template link, and follow the instructions in the template.
- Once the REET Controlling Interest Upload Template has been completed, click the Upload Return button, select your file, then click OK.
- Click Next.
Entity(ies) Transferred
The Entity(ies) Transferred page displays.
On this page, you will:
- Click the Add Entity link. A new tab opens where you will provide information about the entity.
- Select the Type of Entity.
- Enter the Name of Entity.
- Select the Country.
- Enter the address of the entity and click the Verify Address button. If required, select the correct address and click Save. If the address cannot be verified or you want to use the address as you entered it, click Yes to continue.
- If applicable, enter the Unified Business Identifier (UBI) Number of the entity.
- If applicable, enter the Federal Identifier Number of the entity.
- If applicable, repeat steps 1 through 7 to add all entities.
- Click the Entity(ies) transferred tab to review the entity list.
- To remove an entity that has been added in error open that entity’s tab and then click the Delete Entity link and click Yes to confirm.
- To edit an entity, click the tab for that entity, and update as necessary.
- Click Next.
Transferor(s)
The Transferor(s) page displays.
On this page, you will:
- Click the Add Transferor link. A new tab opens where you will provide information about the transferor.
- Select the Transferor Type from the drop-down menu.
- Enter the Name of the transferor.
- Select the Country.
- Enter the address of the transferor and click the Verify Address button. If required, select the correct address and click Save. If the address cannot be verified or you want to use the address it was entered, click Yes to continue.
- Enter the Email Address of the transferor.
- Enter the Telephone Number of the transferor.
- If applicable, enter the Unified Business Identifier (UBI) Number of the transferor.
- If applicable, enter the Federal Identifier Number of the transferor.
- Enter the Percentage of Entity Ownership Transferred.
- If applicable, repeat steps 1 through 10 to add all transferors.
- Click the Transferor(s) tab to review the transferor list.
- If you added a transferor in error, click the tab for that transferor, click the Delete Transferor link, and click Yes to confirm.
- If you need to edit a transferor, click the tab for that transferor, and update as necessary.
- Click Next.
Transferee(s)
The Transferee(s) page displays.
On this page, you will:- Click the Add Transferee link. A new tab opens where you will provide information about the transferee.
- Select the Transferee Type from the drop-down menu.
- Enter the Name of the transferee.
- Select the Country.
- Enter the address of the transferee and click the Verify Address button. If required, select the correct address and click Save. If the address cannot be verified or you want to use the address as you entered it, click Yes to continue.
- Enter the Email Address of the transferee.
- Enter the Telephone Number of the transferee.
- If applicable, enter the Unified Business Identifier (UBI) Number of the transferee.
- If applicable, enter the Federal Identifier Number of the transferee.
- Enter the Percentage of Entity Ownership Acquired.
- If applicable, repeat steps 1 through 10 to add all transferees.
- Click the Transferee(s) tab to review the transferee list.
- If you added a transferee in error, click the tab for that transferee, click the Delete Transferee link, and click Yes to confirm.
- If you need to edit a transferee, click the tab for that transferee, and update as necessary.
- Click Next.
Other Entity(ies)
- Select Yes or No to answer, “Does the transferred entity(ies) have a subsidiary(ies) that owns real property in Washington?”
- If Yes, a list of all subsidiaries of the transferred entity, including the addresses and relationships of all entities and the true & fair value of real property they own in Washington will need to be uploaded once you reach the Attachments section of the return. Click Next to continue.
- If No, click Next to continue.
Parcel(s) Transferred
The Parcel(s) Transferred page displays.
On this page, you will enter a list of the parcels being transferred into a table. For each parcel:
- In the first column, select the County the parcel is located in from the drop-down menu.
- In the middle column, enter the County Tax Parcel Number.
- In the last column, enter the True & Fair Value of the parcel.
- Repeat steps 1 through 3 to add all parcels.
- Note: To delete a parcel that was added in error, click the X in the row that parcel was entered in.
- Click Next.
- Note: If the parcel number cannot be verified, an error message will appear “One or more parcels could not be validated.” To proceed, click the OK button to close the message. Then recheck the parcel numbers that are marked with a red exclamation point and correct as needed. If the parcel numbers are correct and still won’t verify, select the box next to “Override Parcel Validation” to manually enter the location in the next stage.
Local Tax
The Local Tax page appears if all of the county parcels entered were verified successfully by the return. If any of the county parcels cannot be verified and the Override Parcel Validation check box was selected on the previous page the Select Location page will display instead. This page displays a summary of the local tax calculated for each of the parcels entered.
- Review the information on the Local Tax page and click Next.
Select Location
The Select Location page only appears if the Override Parcel Validation box was checked on the Parcel(s) Transferred page.
- For all parcels entered that were unable to be automatically validated, select the corresponding location code using the drop-down menu in the Location column.
- Once all locations have been entered, click the Next button.
Predominant Use
The Predominant Use page displays.
On this page, you will:
- Select the Yes or No button to answer the question, “Are all parcels predominantly used for timber (as classified under RCW 84.34 and RCW 84.33) or agriculture (as classified under RCW 84.34.20) and will continue in its current use?”
- Select Yes or No to answer, “Are some parcels predominantly used for timber (as classified under RCW 84.34 and RCW 84.33) or agriculture (as classified under RCW 84.34.20) and will continue in its current use?”
- Click the Next button to continue.
Predominant Use Worksheet
The Predominant Use Worksheet page only appears if you indicated Yes to "Are some parcels predominantly used for timber (as classified under RCW 84.34 and RCW 84.33) or agriculture (as classified under RCW 84.34.20) and will continue in its current use?”
- For each parcel select one of the corresponding checkboxes:
- Qualifies as Agriculture or Timberland.
- Does not qualify as Agriculture or Timberland.
- For each parcel enter the size of the parcel using either acres or square feet. Use the same unit of measurement for all parcels.
- For each parcel, enter the Assessed Value.
- Click the Next button
State Tax
The State Tax page displays.
On this page, you will:
- Review the Measure of Tax and State REET Calculation.
- Click Next to continue.
Exemptions
The Exemptions page displays.
On this page, you will:
- Select an Exemption if applicable. Additional documentation may need to be attached to your submission later in the return to support the selected exemption.
- Click Next to continue.
Attachments
- Review the list of required attachments (if any). Attach each attachment (required and/or optional) by clicking Choose File or Drop Here and selecting your file.
- If optional attachments were added, add an Attachment Description for each file.
- Click Next.
Return Totals
The Return Totals page displays.
On this page, you will:
- Review the information.
- Click Next.
Agent/Preparer
- Use the Yes or No buttons to answer, “Are you filing the return as an agent or preparer?”
- If Yes, Agent/Preparer Name and Address information will need to be added:
- Enter the first and last name of the Agent/Preparer in the First Name and Last Name fields.
- Select the Country.
- Enter the address of the Agent/Preparer and click the Verify Address button. If required, select the correct address and click Save. If the address cannot be verified or you want to use the address as you entered it, click Yes to continue.
- Enter the Email Address of the Agent.
- Enter the Telephone Number of the Agent.
- If Yes, Agent/Preparer Name and Address information will need to be added:
- If you answered Yes to the previous question, use the Yes or No buttons to answer, “Are you signing the return as an agent?”
- If Yes, select which party you are signing for by clicking the Transferor(s), Transferee(s), or Both button.
- If No, continue to the next step.
- If you answered No to the previous question, use the corresponding buttons to answer, “Are you signing as a transferor, transferee, or both?”
- Click Next.
Other Agent
The Other Agent page only appears if the Agent/Preparer is not signing on behalf of both parties.
- Use the Yes or No buttons to answer, “Is an agent signing for the remaining party(ies)?”
- If Yes, Agent Name and Address information will need to be added:
- Enter the first and last name of the Agent in the First Name and Last Name fields.
- Select the Country.
- Enter the address of the Agent and click the Verify Address button. If required, select the correct address and click Save. If the address cannot be verified or you want to use the address as entered, click Yes to continue.
- Enter the Email Address of the Agent.
- Enter the Telephone Number of the Agent.
- Select which party the other agent is signing for.
- If No, continue to the next step.
- If Yes, Agent Name and Address information will need to be added:
- Click Next.
Signature
The Signature page only appears if you indicated you were signing on behalf of the Transferor(s), Transferee(s), or Both on the Agent/Preparer page. On this page you will need to:
- Select the check box to certify that all information entered into the return is true and correct.
- Type your Name.
- Type your Title.
- Click the Next button.
Electronic Signature Request
The Electronic Signature Request page only appears if the Agent/Preparer is not signing on behalf of both parties.
- If applicable, select the Transferor who should receive the electronic signature request.
- If applicable, select the Transferee who should receive the electronic signature request.
- Important Note: An email and paper letter with information about how to sign the return will be sent to the designated parties using the information entered in the return. To prevent filing delays, please verify that the contact information provided in the return has been entered correctly.
- Click Next.
Payment Request
If signature requests were needed from the Transferor(s), Transferee(s), and/or Other Agent specified in the return the Payment Request page will appear next.
- Select which party the payment request should be sent to after all signatures have been received.
- Note: The return will not be considered complete and cannot be processed until payment is received.
- Click the Next button.
Payment Summary
The Payment Summary page will only appear if the Agent/Preparer was able to sign on behalf of both parties, the Transferor(s) and the Transferee(s). This page displays a summary of the tax and penalty due in order to fully submit the REET Controlling Interest Transfer return.
Note: If the REET Controlling Interest Transfer return is late, a Request Penalty Waiver check box will appear. When this box is checked, a Penalty Waiver Explanation text box will appear. Enter a brief explanation of why a Penalty Waiver is being requested.
Returns that require additional signatures will not display this page. Instead, once all signatures are received, an email and letter will be sent to the designated party with a link to make a REET Controlling Interest Transfer return payment.
- Review the information on the Payment Summary page and click Next.
Payment Method
- On the Payment Method page, select the payment type you wish to use and click Next. More information on payment options.
- Bank Account (ACH Debit) will deduct the payment from the bank account you select on the next page.
- Credit or Debit Card will charge the card you provide on the next page. A 2.96% service fee (with a $1 minimum) is charged by our third-party processor for this service.
- On the Payment page, follow the prompts.
- If you selected the Bank Account (ACH Debit) option, confirm the payment amount and payment date, select or add your bank account, and click the Next button to continue to the Review & Submit page.
- If you selected the Credit or Debit Card option, confirm the payment amount, enter your credit or debit card information, billing address, contact information, how you would like to receive your receipt, and click the Review Payment button. Review the payment information, then click the Submit Payment button to complete your submission and proceed to the Confirmation page.
Review & Submit
- Verify the information on the Review & Submit page, then click Submit.
Confirmation
- To print a copy of the return, click Printable View and use your browser options to either print or save it as a PDF.
- To print the Confirmation page, click Print Confirmation and use your browser options to either print or save it as a PDF. This option is only available on this page. If you want to print or save it, print before you leave this page.
- On the Confirmation page, click OK.
Note: After the return has been fully submitted with all signatures and payment, the REET Controlling Interest Transfer return will no longer appear under the View, Edit or Print Drafts and Submissions link and the Search Submissions link. View and Print
- View, edit, and submit a saved draft REET controlling interest transfer return

To edit and resubmit a saved draft REET Controlling Interest Transfer return:
- On dor.wa.gov click the Log in button.
- Log in by entering your SAW User ID and Password, then click Log in to My DOR. If asked, complete the Multi-Factor Authentication challenge to verify your identity.
- On the My DOR Services page, click Get Started.
- If you are on the Logon or account Summary page, click the Manage My Profile link, then click the Search Submissions link in the Drafts and Submissions panel. If you are on the Online Services page, click the View, Edit, or Print Drafts or Submissions link in the Your Account panel.
- If you did not fully submit your return, and clicked the Save Draft button to save it, make sure the Draft tab is selected and click the applicable REET Controlling Interest Transfer Return link. If you fully submitted the return and the return is pending signatures, make sure the Pending tab is selected and click the applicable REET Controlling Interest Transfer Return link.
- Click Continue Editing.
- The return is now available for you to walk through and make changes. Follow the steps in the File a REET Controlling Interest Transfer Return help topic for help completing the return.
- View or print a fully submitted REET controlling interest transfer return

A REET Controlling Interest Transfer return is considered fully submitted when all signatures and payment have been received. Once all of these items have been completed the REET Controlling Interest Transfer return will no longer appear under the View, Edit or Print Submissions link or the Search Submissions link. Use these steps to find a fully submitted return:
- On dor.wa.gov click the Log in button.
- Log in by entering your SAW User ID and Password, then click Log in to My DOR. If asked, complete the Multi-Factor Authentication challenge to verify your identity.
- Click the Manage My Profile link.
- Click the View Logon Activity link in the Activity panel.
A table of recent activity appears. If you do not see the REET Controlling Interest Transfer return you are looking for, enter REET into the Filter field. - Click on the Submission Added: REET Controlling Interest Transfer Return link.
- Click the Print link to open a new browser window with a PDF version of the REET Controlling Interest Transfer return that can be downloaded or printed.
- To navigate through the return in My DOR, click the Next and Previous buttons to look through each page of the return.
Sign
- Sign a submitted REET controlling interest transfer return

If the Agent/Preparer is not signing on behalf of both the Transferor(s) and Transferee(s), once a REET Controlling Interest Transfer return has been submitted in My DOR, the designated signers for the Transferor(s) and Transferee(s) will be emailed a message that contains a link to review and sign the return. A letter containing this information will be sent to the mailing address as well.
Instructions for Completing the signature
- Visit the hyperlink provided in the email or letter.
- Enter the requested information to log in:
- Letter ID
- Verification Code
- Date of Transfer
- Click the Next button.
- Click the View Return button. Selecting this button will open a new tab with a printable version of the REET Controlling Interest Transfer return.
- If all information in the REET Controlling Interest Transfer return is accurate, complete all required fields to electronically sign the return.
- Check the box to certify the accuracy of the return.
- Enter the Name of the person signing the return.
- Click the Submit button.
Confirmation Page
- To print the Confirmation page, click Print Confirmation and use your browser options to either print or save it as a PDF. This option is only available on this page. If you want to print or save it, print before you leave this page.
- On the Confirmation page, click OK.
Pay
- Make a REET controlling interest transfer return payment after all signatures are received

After all signatures have been received an email and letter will be sent to the designated party to make a REET Controlling Interest Transfer return payment in either My DOR, by logging in, or by clicking the link provided in their email to make the payment without logging in.
If logging into My DOR to make a payment:
- On dor.wa.gov click the Log in button.
- Log in by entering your SAW User ID and Password, then click Log in to My DOR. If asked, complete the Multi-Factor Authentication challenge to verify your identity.
- On the My DOR Services page, click Get Started.
- Click on the Make a REET Return Payment link in the Real Estate Excise Tax section.
Searching for the Return
Once you have accessed the Make a REET Return Payment page, either by using the link emailed, or by logging into My DOR, complete the payment by:
- Clicking the Next button on the Get Started page.
- On the Return Lookup page enter:
- The Confirmation Number that was provided when the original REET Controlling Interest Transfer return was submitted.
- Enter the Date of Transfer.
- Click the Next button.
- Review the Return Totals page and click the Next button.
- Note: If the REET Controlling Interest Transfer return is late, a Request Penalty Waiver check box will appear. When this box is checked, a Penalty Waiver Explanation text box will appear. Enter a brief explanation of why a Penalty Waiver is being requested.

On the Payment Method page, select the payment type you wish to use and click Next. More information on payment options.
